Employment & Industrial Training
 
1. Introduction

Gujarat is fast becoming the most vibrant state in the country with rapid industrialization and economic growth. Excellent infrastructure facilities like good net work of roads, uninterrupted electricity supply, good communication facilities make Gujarat one of the favorite destinations for investors. As a consequence there have been huge investments in various sectors including petrochemicals, ports, energy, pharmaceuticals, information technology and other up-coming sectors. 18 Special Economic Zones are coming up at various locations in Gujarat, which will further speed up economic and industrial growth of the state. The industrial clusters in engineering, textiles, agro and food processing, mineral processing and chemicals offered a fast opportunity for employment in the industrial sector. As a consequence industrial training is going to play a major role in providing crucial manpower required for the industries.

The Directorate of Employment & Training, Government of Gujarat has been in the forefront of implementing various skilled building programmes with the aim of helping people in getting jobs and this in turn facilitates industrial development. At present there are 135 ITIs and 43 employment exchanges functioning under this Directorate. The total staff strength of the Directorate is around 6000 imparting training to around 50,000 people per annum and assisting around 1.25 lakh people to get employment through employment exchanges. In view of the volume of work in the Directorate and the introduction of the Centre of Excellence Scheme for ITIs it was felt that management systems in the Directorate should be modernized to continuously improve the systems and processes. The Directorate undertook the exercise to obtain ISO 9001:2000 Certification and became the first Heads of Department in Gujarat to obtain this prestigious certification because of the quality improvement in the systems, processes, structures and management of the organization.

 
2. Review of Progress:

Initially the Outlay of Rs.26960.00 lakhs was decided for the Directorate of Employment & Training in the Tenth Five Year Plan but subsequently it has been raised to Rs.35546.30 lakhs. As against this the expenditure of Rs.19749.85 lakhs has been incurred during the period.

Year wise outlay and expenditure for the Tenth Five Year Plan is as under:

As mentioned above total expenditure is 55.56% against the Tenth Five Year Plan revised provision. An outlay of Rs. 30000.00 lakhs has been provided for the Eleventh Five Year Plan, out of which Rs. 2679.00 lakhs are provided for new schemes and Rs. 27321.00 lakhs are for ongoing schemes.
