3. Programme for Eleventh Five Year Plan :
An outlay of Rs. 30000.00 lakhs is suggested for Training Sector and Employment sector for the Eleventh Five Year Plan. The breakup is as under:

(a) Flow To Tribal Area Sub Plan
In order to improve the employability of the scheduled tribe population of the state, special emphasis has been given to the development of the vocational skills amongst ST youths by setting up of ITIs exclusively. It is for tribal youths in the tribal dominated areas of the state. At present 48 ITIs are functioning with total intake capacity of 10416 seats under Tribal area Sub Plan. During 10th five year plan an outlay for Rs.5135.00 lakhs was provided against which Rs. 3584.92 lakhs was spent under Tribal Sub Plan. An outlay of Rs. 4500.00 lakhs including Rs. 50.00 lakhs for Nucleus Budget & Rs. 1445.00 lakhs for New Gujarat Pattern provided for the 11th Five Year Plan.
 
(B). Flow To Special Components For Schedule Caste
The special components plan, is a plan within a plan, where in each department formulates need based programmes for the development of Schedule Caste. Specific financial outlays and physical targets are prescribed for Scheduled Caste in the relevant schemes and are included in the sectoral plan of each department. Against the SCP plan outlay of Rs. 2165.00 lakhs during the 10th Five Year Plan. Rs.1045.28 lakhs was spent under Special Components Plan. An outlay of Rs. 2250.00 lakhs is provided for Special Component Plan during 11th Five Year Plan.
 
4. Financial & Physical Achievements Upto Tenth Five Year Plan (2002- 2007)
At the end of Ninth Five Year Plan there were 129 I.T.I.s with intake capacity of 54416 seats. During the 10th Plan 14,513 seats were added to the seating capacity. Main aim of this scheme is to develop skilled manpower by imparting training in various NCVT and SCVT pattern trade courses in Industrial Training Institutions of the State. Scheme was also run under Tribal Area Sub Plan, Special Component Plan, Women Development, Information Technology and Instructor Training Center. Due to limited admission capacity of trainees in the government I.T.I.s, few Grant-in-aid Industrial Training Centers were permitted in 1982 to run NCVT/ SCVT pattern courses. Initially only 8 such institutes were given permission with the intake capacity of 500 seats. But at the end of Tenth Plan (2002-07) there were 107 Grant-in-Aid institutes with intake capacity of 11,764 seats.

Looking to the limited seating capacities in the vocational trades in the ITI/ ITCs and to fulfill the need of Information Technology related services. State Government decided to introduce short term computer courses since year 2000 and up to the end of 10th Five Year Plan, 1,06,695 youths including 30,000 women have taken advantage of the same.

Since the infrastructure available with the government and Grant-in-Aid institutions were limited few private sector institutions were also allowed to conduct computer classes. An outlay of Rs. 26960.00 lakhs was provided for the 10th Plan against which the expenditure incurred by Directorate was Rs. 19747.85 lakhs. Thus the financial achievement at the end of 10th Plan was 73.25%.
