Rural Labour Commissionerate

1. Introduction
The Rural Labour Commissionorate was set up in the year 1981 to take various measures to improve the conditions of unorganized labourers so that they get the protection against the probable malpractices and exploitation of their employers. Department is also entrusted with the responsibility to ensure the best implementation of 1) Minimum Wage Act 1948, 2) Bonded Labour (Abolition) Act 1976 and 3) Equal remuneration Act, 3) Child Labour (Prohibition & Regulation) Act 1986 and 4) The interstate migrant Act (in the rural area and in unorganized labourers) so that their overall condition can be improved. 
2. Review of Progress
Total outlay of Rs. 2123.53 Lacs was allotted to this department during the last 10th (tenth) five year plan 2002-07, out of which Rs. 199.65 Lacs was flown towards Special Component Plan (SCP) (Now it is known as “Schedule Cast Sub Plan” SCSP) while Rs. 308.79 Lacs including New Gujarat Pattern, was flown towards Trible Area Sub Plan TASP. During the 10th Five Year Plan Rs. 2127.00 Lacs were spent, against the total out lay of Rs. 2123.53 lacs, which shows an achievement of more then 100% against the total funds allotted.
During the 10th five year plan Total 1806 number of beneficiaries were paid Rs.818 lacs under the social security scheme and Total 267 number of beneficiaries were paid Rs. 283 lacs under the scheme of financial assistance in case of critical illness.
This department is able to settle total 4881 claims for payment of minimum wages by virtue of compromise and compelled such guilty employers to pay Rs. 238 lacs under the settlement.
3. Proposed Plan for 11th five year plan (2007-2012)
An outlay of Rs. 2550.00 lacs is proposed for the 11th five year plan out of which Rs. 450.00 lacs will flow to Tribal Area Sub Plan (TASP) and Rs. 200.00 lacs will flow to Shedule Caste Sub Plan (SCSP).
3.A. Flow To Tribal Area Sub Plan
It is proposed to allot Rs. 450.00 lacs towards the Tribal Area Sub Plan (TASP) for the beneficiaries of Schedule Tribe. The Amount proposed to be allotted is approximately 17.65% of the total plan proposed.
3.B. Flow To Schedule Caste Sub Plan
It is proposed to allot Rs. 200.00 lacs towards the Schedule Caste Sub Plan (SCSP) for the beneficiaries of Schedule Caste. The Amount proposed to be allotted is approximately 7.84% of the total plan proposed.
