5. Approach, Objectives, Strategies and Priorities for the 11th Five Year Plan:
Approach:
The main approach of the labour commissionerate during the 11th Five Year Plan will be to continue the process of labour laws reforms, maintaining the industrial peace, providing the social security net to urban unorganized sector, implementation of labour laws and labour laws related to women and child labour in particular and Implementation of the Indian Boiler Act, 1923 to cope up with new installation of boilers due to rapid industrial growth.
Objectives:
The effective implementation of Labour laws and labour laws related to women and child labour in particular.
To provide social security net to urban unorganized sector labour
To maintain industrial peace and harmony
Survey and rehabilitation of child labour as per National Child Labour Projects scheme guide lines in all the districts of the state.
Reforms in labour laws and procedures.
Promoting the existing schemes of reforms, feed back study etc.
Promoting Lok adalats.
To minimize accidents in boiler related matters.
To ensure non-stoppage of industries without accidents and loss of Production.
To find out unregistered and uncertified boilers and economisers.
To ensure safe and healthy work environment.
To improve operation of boilers and to minimize fuel consumption.
Strategies:
1 Tri-partite consultations with all the stake holders to rationalize labour laws and procedures and other policy issues related to labour and industries.
2 Identification, registration and subsequently to provide social security to urban unorganized labour in convergence with the existing scheme sponsored state and central government.
3 Vigorous implementation of the Child Labour (Regulation and Prohibition) with the help of NGOs, trade unions and other related departments of state government by periodical drives and rehabilitation of child labour in convergence with on going schemes.
4 Survey of child labour as per NCLP guide lines.
5 Strengthening the existing establishment and infrastructure of the labour commissionerate.
6 Priority will be given to inspection, registration and manufacturing of boilers and its pressure parts.
7 Vigilant action will be taken for unregistered and uncertified boilers.
8 To provide accident free industrial environment in Gujarat State.
Priorities:
1 Labour reform: To make labour laws more flexible and industry Friendly.
2 Imparting social security to urban unorganized Labour Convergence with the existing schemes.
3 Implementation of the Child Labour (R and A) Act, 1986 and Rehabilitation of released Child Labour through NCLP schemes.
4 Strengthening administrative framework of Labour Commissionerate to meet with challenges of economic reforms, industrial growth and globalization.
5 Additional establishment for effective implementation of the Indian Boiler Act - 1923.
6 To open new offices at Bhuj and Bhavnagar.
7 To provide hired vehicles to the officers.
8 To provide training to officers to enhance the knowledge level regarding modern technology.
