4. Achievement of the Labour Commissionerate during Tenth Five Year Plan
The main function of the Labour commissionerate is to implement the labour laws enacted by state and central government and to maintain the industrial peace and harmony. The Labour Commissionerate has also made and suggested the labour reforms as envisaged in Tenth Five Year Plan.

(1) Industrial peace and harmony:
During the Tenth Plan period the Gujarat State has enjoyed enviable status in the field of industrial peace and harmony. The major factor is predominantly industrial-labour-management relations, industrial harmony and effective implementation of labour laws. Industrial relations across the State have remained healthy and the instances of labour situation like strikes and lock out have been reduced in every year. Accordingly man-days lost have also been reduced. This is certainly due to the timely, proper and effective intervention of the officers of the labour machinery.
 
(2) Labour law reforms and procedural reforms during Tenth Five Year Plan:
The labour laws are one of the crucial factors both for sustained industrial growth and for creating quality employment opportunities in the economy. To tune up with trend the Gujarat State had announced new industrial policy 2003 to generate favourable environment for labour and industries. The significant amendment in labour laws and relaxation in procedures made so far during Tenth Five Year Plan include; Self certification scheme, amendment under the Industrial disputes Act, 1947 for industries in Special Economic Zones, Fixed term employment under the Industrial Employment Standing Orders Act, 1946 and employment of female employees in specific trade during night shift under the provisions of the Bombay Shops and Establishments Act, 1948 etc.
