FunctionsThe Rural Labour Commissionerate Gujarat is separate Hade of Department. department He plays an important role as a supervisory in the implementation of the Employment in Agriculture to the schedule Part II of the Minimum Wages Act 1948. He is also looking after the implementation in 13 Scheduled Employments of Part - I located in the area of Gram Panchayat. He is responsible to ascertain as to whether the statutory minimum rates of wages are being paid by the farmers to the rural labourers. He is also to look after the various provisions are being properly implemented and certain records are maintained by the farmers/Employers of the 13 employments.
The Rehabilitation of Bonded Rural Labourer is carried out by him under the Bonded Labour System (Abolition) Act, 1976.The statutory meetings are being conducted by Government Labour Officer at District level and sub-divisional level to advice the District Magistrate the efforts being taken in releasing bonded labourer, providing economics and social rehabilitation of the forced bonded labourer and to ensure that the provision of the said Act are implemented.

Survey in 3 district of Gujarat i.e. Bharuch, Vadodra and Surendranagar was conduct in the year 2006 through Mahtma Gandhi Labour Institution- Ahmedabad with the help of various None Government organizations. To find out the Bonded Laoburers to rehabilitate them and giving them benefits under this Act. But there was not a singal bonded Laobur found during the survey.

A proposal was submit to the Government of India, for survey in6 district of Gujarat i.e. Sabarkantha, Banaskantha, Kheda , Anand , Valsad and Navsari will be carried out to find out the Bonded Labourers to rehabilitate them and giving under this Act.
