Chapter – 6 : Actions to be taken by various Departments of Government

The child labourers are considered the children of Labour Department; similarly the children out of school are considered the children of Education Department and the street children are considered the children of Social Justice and Empowerment Department, but more or less are the form of exploitation or deprivation of meaningful childhood.

A single individual, a group, one agency, a single Ministry or Government Department alone cannot solve the problem of child labour. Therefore, considering the duty of the State Government to protect the childhood from exploitation and deprivation of their fundamental and human rights, the Government of Gujarat, has decided to eliminate child labour by considering all the children of the State and not of the particular Department. It is felt by the Gujarat Government that elimination of child labour needs multi–pronged strategy and convergence of various departments. Hence, convergence of policies of various departments is the only answer. Accordingly, the Government has decided that following actions shall be taken by various Departments of the Government as specified herein after -
