| Every child during the age of 6 to 14 years of age is entitled for free and compulsory education. Every child out of school is potential child labour. Therefore, the State Education Department is here being assigned with following duties and responsibilities. |

| (a) Survey of child labour : Identification of child labour and awareness raising |
| . | Identify out of school children on the basis of recent data of Education Department. |

| . | help the institute in identifying of children in schools, but working part-time or migrating temporary. |
|---|
| . | help Labour Department in identifying child labour in all forms. |
|---|
| . | incorporate child labour module in future surveys of out-of-school children. |
|---|
|
|
| (b) Educational rehabilitation of child labour |
| . | Enroll rescued children wherever possible in regular schools in suitable class after taking his/her test by the teachers. |
|---|
| . | Issue directions that no restriction of availability of any certificate should be applied to such children. The certificate of age of the child should be obtained by the school from the labour department. |
|---|
| . | Mainstreaming these children into regular schools after the tenure of transaction schools. |
|---|
| . | Certify the child labourers enrolled in special transaction schools. |
|---|
| . | Incorporating a module on ‘Child Labour’ in regular teacher training programmes. |
|---|
| . | Conducting training of trainer’s programme on education of child labourers for the district institute of education and training and State Council of Educational Research and Training Faculty. |
|---|
|
|
| (c) Rehabilitation of children, not working but at risk of engaging in work (Street children) |
| . | Strengthening alternative school, (in residential schools) |

| . | Making these schemes full time education schemes instead of part-time |
|---|
| . | Appointing a separate officer at district level for monitoring schemes for education out of school children |
|---|
| . | Providing pre-vocational / vocational education to children in alternative schools, |
|---|
| . | Training of teachers of alternative schools and pre-vocational and vocation teachers. |
|---|
| . | Regular interaction with parents of the children who are at risk of engaging in work. |
|---|
| . | Annual Award of Rs. 1,00,000 for Gram Panchayat and Nagarpalika, which ensures all children in school from village or city. |
|---|
| . | Conducting non-formal education Centers for street children with the help of NGOs and Education Department. |
|---|
| . | Formulating special curriculum for their education and vocational training as per their need. |
|---|
