Rights & Duties of Officers and Employees

Chapter - 3
In this stage, if the requirement of any detail / information from the Applicator and from under the Head of the Subordinate Offices those detail / information have to be gained first. And presented after attach the provisions according to the existing instructions / rules of the various departments of the Government problems related under consideration after gained all the requirements. According to the Delegation of Powers, according to the declaration of Authority Assignment presented to the Potential Officer for taking decision and where the requirement of counseling with General Administrative Department / Financial Department or any other departments, have be presented the letters to the any other departments.

The File has to be presented to the Deputy Secretary / Joint Secretary after indicated the reform / opinion according to the required proper description in the file received to the Under Secretary. File is to be presented to the Principal Secretary by Deputy Secretary / Joint Secretary and is to be disposed the files.

If required, the file is to be sent to the Chief Secretary / Hon. Ministers / Hon. Chief Minister from the Principal Secretary. Than, have to be taken the proper decision. Presented for taking the decisions at the Secretariat level, and decided various levels of the letters / files for considering.

Moreover, wherever possible, decisions are taken by level jumping to reduce the layers of thinking. In this way, the department has ordered for level jumping. Thus, the procedure for decision taking is followed on the basis of the prevailing rules and regulations of the related subjects, channel of submission and empowerment and after that the applicant / head of the department or other offices are informed as per the concerned decision. The orders / resolutions / circulars / notification are issued as per the decisions of the Government wherever required.
(1) Principal Secretary :
1.Matters about the approval of the Miscellaneous Leaves, Medical Leaves, Gained Leaves, Advances, Advances from the Provident Fund, Partial and Final Withdrawal, Pension, Gratuity, Training to the Joint Secretary, Deputy Secretary and Under Secretary and the matters of Establishment related to it.
2.In the special Cases, Matters about the approval of the Advances from the General provident Fund and Partial Final Withdrawal to the Officers of the Class -2.
3.Matters related to the establishment of the posts of the State level Officers.
4. Matters related to the Appointment and Transformation of the Section Officers.
5.Matters related to the modification of the Birth Date of the State level Officers.
