Rights & Duties of Officers and Employees

Chapter – 3
Powers and Duties of the Officers and Employees of this Department are as under :
(A) Method of Decision Making :
Instructions related to the Government functions are issued under the Working Rules, 1990 issued by the Gujarat Government. As per the Instructions, the instructions about how to dispose of the administrative matters by the Minister of the related department. And the procedure can be procured according to these instructions. Among these instructions, under the instruction No. 15 the details about cases presented for the decision to the Honorable Chief Minister. According to it, the cases of the Gujarat Legislative Assembly, Service Of the Officers of the all Indian Service related and administrative matters, and important cases considered by the Chief Minister would be presented.

Matters of the Public Interest, Policy related matters and the Matters related to the changes in the Laws of the State are presented before the Chief Secretary, concerned Minister, the Law Minister and to the Cabinet after getting prior permission of the Chief Minister for consultation.

The decisions are taken in the matters related to the All India Services and the matters related to the Finance Dept. are decided with consultation with the General Administrative Dept. and the Finance Dept. respectively.
(B) Supervision :
The Principal Secretary is the overall in-charge of the functions of the Labour & Employment Department. The Joint Secretary (Employment), Dy. Secretary (Labour), Dy. Secretary (Rural), Dy. Secretary (Establishment, Co-ordination, Budget), Under Secretary (Labour / Rural), Under Secretary (Establishment, Budget, Co-ordination, Employment), Section Officers are working under him.
(C) Style of Functioning :
All the Posts / Letters coming to the Dept. are firstly the Registry Branch of the Dept. which are distributed to the different related branches after registering by the Registry Branch. Personal or Confidential Posts are accepted by the Registry Branch, which are supplied to the related officers after registering by the Private Registry Branch. Some posts come by the name of the Officers, which are sent to the concerned officers by them. Different registers are maintained for this.

The posts / letters received as above are sent to the Dy. Section Officers after registering in the different registers. The notes are presented in the file regarding the procedures to be followed after registering in it’s worksheet by the Dy. Section Officers.
