Procedure of Implementation of Supporting Programs

Chapter - 13  

The details regarding the procedure of implementation of the supporting programs for employment and training given by the Directorate of the labour and employment department are as follows.

Concessions
1. Concession scheme to give, to and fro coupons of S. T. bus fare to the candidates, referred to the employees by the employment offices, to go to the place of the interview.

The unemployed candidates face financial difficulty to reach to the place of the interview, to solve this problem the candidates referred to the employees by the employment offices are given free travel coupons of S. T. bus fare to the place of the interview from their residence. This scheme has been implemented by the labour and employment department from Dt. 1-9-98.

Under this scheme the scheme of providing free S. T. bus fare coupons to the candidates referred for the posts, permanent or temporary continuing for more than a year, by the employment offices and candidates present at the industrial recruitment fair and army recruitment fair and in the training classes, approved by the employment offices, for army recruitment, has been implemented as per the rules.

The benefits of this scheme are given equally to all the candidates registered with the employment exchange, regardless of their income / caste for the interviews scheduled in Gujarat state only.

2. Labour Security Scheme

According to this scheme, ‘labourer Security – Accident Group Insurance Scheme’ is implemented by the state government from Dt. 26-1-1996, for all agriculture labourers in rural and urban area and other rural labourers, as well as for unorganized labourers of age group between 14 to 70 years. Under this scheme labourers are provided a social security cover as follows.

1) In the case of accidental death as well as permanent disability in which two important organs are lost – Rs. 1,00,000 /-

2) Partial disability due to accident –
Rs. 50,000 /- in the case of loosing any one organ. This benefit no available to the labourers who are covered under employee’s state insurance scheme or employee compensation Act.

3. Financial help in the form of medicines in the case of serious disease
In the case of serious disease if the medicines are not available from the government hospitals or the primary health centers, the rural labourer is given up to Rs. 500 /- as financial help in the form of medicines. Also, disease diagnosis camps are organized for the rural labourers at the state level, if required.

The labourers, due to their poor economical conditions, can not bear the expenses of a large amount for the treatment of themselves and their family members in the cases of serious and incurable diseases like T. B., cancer, heart disease, kidney disease etc. Therefore under this scheme, all the expenses in the hospital, including the operation charges, for the treatment of such diseases are born by the state government and with this scheme, the labourers are provided with yet another social security cover.
