Indian Constitution has established Democratic Republic. In Democracy, it is necessary to keep the people informed and the information of its function is important for transparency and it is also important to keep corruption in control and also that the Government and its mediums remain responsible to the people. In the real practice, by declaring information, it is possible that it conflicts with the public interest including the competent administration, maximum use of limited financial resources and confidentiality of the sensitive information and at the time of keeping supremacy of the ideals of the Democracy, it is required to maintain harmony amongst these controversial interests.

Hence, now it is desired to make provision for providing some information to the citizens who wants to get the information. Therefore, with the aim to encourage to bring transparency and responsibility in the functions of Public Authority, a handbook of guidelines is published by this department having information of Labour and Employment Department in accordance with the Right to Information Act – 2005 of the Act of making provision for Central Information Tribunal and State Information Tribunal and the matters associated with or related to that, to establish such a practical arrangement that citizens can get information comes under the control of Public Authority.

This guideline is useful to the Industrial and Agricultural Labour, Trade Unions, Social Organizations, Job Seekers, Industrialists, Employers, etc.
