The
State of Gujarat has a legacy of Mahatma Gandhiji for
non-militancy in Trade union movement and therefore,
the State enjoys tremendous industrial peace, even in
scenario of stiff industrial recession. The State Labour
machinery has always played vital role in maintenance
of industrial peace and hopefully will continue the
same in days to come.
To meet the challenges arising out of world wide industrial
recession, liberalization, privatization and globalization,
the state government has recently passed on views, suggestions
to second National Commission on Labour meant for formulating
changes in prevailing Labour Laws for organized and unorganized
labour force.
It will be injustice to workers, if positive role played
by them is not mentioned. The State of Gujarat has first
a list case in the history of India. That its poor and
downtrodden workers have restarted closed textile mills,
which was on the verge of bankruptcy. The said trend
of positive approach of workers is well accepted and
few more industries are restarted by workers forming
co-operative societies. Thus the workers of Gujarat
State are competent to be entrepreneurs also, if need
arises.
The Gujarat State has a State Law namely The Bombay
Relief undertaking Act 1958, which has a central object
of helping financial sick units coupled with sustaining
the employment.
It
is Worth submitting that the different towards the less
payment under the provisions of the Mininmum Wages Act,
of Rs. 84,58,663.93 was paid to 4297 Workers by efforts
of the officers of this departments in the year 2001.
It
is submitted that due to vigilance and periodical monitoring
by the officers of Factory wing, no disaster tool place,
inspite of remarkable increse in strength of chemical
factories. Further Disaster Management Plans also have
been prepared in every district under the Chairmanship
of District collector.DMPs are rehearsed and updated regularly.
In
State 2,612 Boilers and 52 Economisers have been inspected
and certified by the Officers of the boiler wing.
The state government has arranged open
house discussions in various districts of the state for
Employers Association to redress their grievances in lieu
with the world wide recession and to sort out such problems
positively.
